Akava wants EU to promote Europe of Professionals

Akava, The Confederation of Unions for Professional and Managerial Staff in Finland, embraces Europe-wide co-operation and its promotion. Akava works to promote the interest of its members at EU level. Consequently, Akava has set its own EU objectives for 2009–2014. Akava’s EU objectives have been built around the notion that the Union’s ultimate goal is to improve the wellbeing of individuals and employees. Akava stresses knowledge, understanding and skills are key areas the development of which the Union must support.

The European Union is Finland’s most important reference group, a channel through which it can impact on globalisation, and a vital co-operation partner. Action taken by the Union is crucial to Finland’s success.

The European Parliament election will be the next significant milestone in the Union’s activities. The election period 2009 – 2014 will be very challenging. The Union is trying to identify means of tackling the recession, managing globalisation, addressing climate
and environmental issues, meeting the challenges posed by an aging population, and improving employee skills and competencies.

In order to successfully address these challenges, Akava proposes that the EU take action in four areas:
  • it should improve the quality of working life,
  • raise European skills levels,
  • promote new green-collar jobs, and
  • move the economy onto a sustainable growth track.
To improve the quality of working life, Akava expects the EU to set more common rules establishing European minimum levels regarding labour law, occupational health and safety, and equality in working life. Minimum levels are necessary in the common internal
and labour markets in order to prevent any distortion of competition between Member States through means such as disregarding terms of employment. Rules drawn up by the EU must guarantee that employees can directly benefit from the Union

Another key priority area is raising European skills levels. This is the key to overcoming the recession and maintaining the competitiveness of both the workforce and EU Member States. It is for this reason that the EU should at least double the funds allocated to research, education and innovation in its budget.

Thirdly, in order to respond to worsening environmental and climate problems, the EU must promote the creation of a green-collar labour market. This would entail all jobs being in line with sustainable development. The Union must create its own action plan
highlighting sustainable measures for tackling the recession, alongside the promotion of energy efficient workplaces and global climate solutions.

Fourthly, the Union needs to compile an economic recovery package to combat the recession. An open economy based on fair rules and sustainable development is a prerequisite for new jobs. The Union should also intensify co-operation on tax and economic policy issues.
